Just Disable cloud save
Best way is to delete cloudssave.dat folder from profiles then it works

NO PROFILE FOLDER PROBLEM FIX!!
– open my computer (or this pc)
– on the top left corner there are 3 option(file, computer & view), select View
-then tick (or check) HIDDEN Items.
-Now open C drive. There you will find a new folder ProgramData (which was hidden before for some unknown reason).
– Open ProgramData folder.
– Now here you will find a folder called RLD! .
( it should be in socialclub folder if you cant find it )
– open the hell out of the folder.
– now here open the upper folder (271590 or something like that.)
– Bravo!! these are you save files modify then as you wish…
@unfiltered opinion made this comment, I found the RLD folder and a lot of people couldn't, so thank you for your help @unfiltered opinion
